Background

Universal access to broadcasting has become a critical aspect of the promotion of the basic human rights. This is due to the need to facilitate the dissemination of information to all citizens. Universal access to information, education and entertainment requires universal coverage, which is the role of broadcasters and their signal distributors. This is relevant for both radio and television therefore to complete the loop, focus need to be directed to the audience.

Objective

This programme was intended to support the transformation and expansion of the broadcasting sector, to complement the provision of universal access to multimedia forms of communication and information.

Status

This programme was not implemented due to the absence of a legal framework and regulatory guidelines for broadcasting networks and services.
